What tense can we use after “If you have time, …”?
For example, is it right to say: “If you have time, we could go for a walk by the sea.”

You can use a conditional (could/would/may) or also you can use the future... If we have time, we will. English is a little loose that way. Never use the future with "If you had time..." though. In that case "If you had time, you could have..." implies that you did not, in fact, have time.
