make or do a question?
if I want to know if my friend answered the question of the exam, is it wrong to say " did you make the first question?"

If you want to know if your friend answered a question, you can say 'Did you answer the first question?' or 'Did you do the first question?'. You cannot use 'make' here.

Did you ANSWER the first question?
or, less likely.
Did you RESPOND TO the first question?

English teachers might tell their students to "Make a question" as a form of grammar practise , when they want students to use the right words in the correct order :) but normally we don't use that collocation.
"Do the question" would be used in the context of answering one of a range of questions . eg I did Question 3 but not Question 4
