What's the difference between inspiring and inspirational?

The difference is quite subtle. In other words the are pretty much the same. One difference is that "inspirational", implies that the author (or speaker) was trying to inspire, while something that is "inspiring" might be unintentionally inspiring. But this is not always true.

Basically the same, wouldn't even worry about it. English can be weird.
