Colloquial variation of 'tough luck'.
"Tough luck" means 'bad luck', but is usually used in a slightly combative or insensitive way.
E.g. "Oh you got the last apple? I wanted that"
"Tough luck"
or
"I came last in the race today :("
"Tough luck, you should try harder"
