perfect wave, what does this mean?
He want's nothing to do with the council. He's too preoccupied finding the perfect wave.

The character (Mason Lockwood, Vampire Diaries) is a surfer. So he's far more interested in surfing than dealing with the council.

Although Pyrle's answer is possibly correct, I think it likely that the meaning is more literal. A "perfect wave" is the ideal wave which a surfer wishes to surf. I think this means that the person is someone who lives in a coastal town, who does not wish to engage with the town council, and spends their time surfing.

I'm not sure about my answer but based on the context of the sentence given, it is idiomatic expression of saying, perfect answer or perfect action..or right thing to do. I think it's something like that.
