I have had a wonderful time.
Or we can?

Yes you can say it.... it only sounds strange because you haven't used any contractions
"I've had a wonderful time" is much more common and less confusing. To say it in full it not usual and adds too much emphasis.

The first sentence you wrote is wrong. it should be "It has been a wonderful two weeks".
The second sentence is right and more common to say as Joseph mentioned above.
