To spark off is to begin something or to initiate something. Example
Travelling to Germany sparked off my interest in learning German.

Do you have a sentence where it was used? Spark is usually used in a positive way as it brings light and makes a memorable, quick moment! However, someone could "spark off" a string of negative words or bad attitude. Give us the sentence where you saw it used! :)
