what is the difference between ''你吃了吗" 和 " 你吃过饭了吗?If I want to ask someone if he/she have already eaten, which one of these sentences should I use?

Basically, they are the same. '你吃了吗" is a bit more informal, but there is really no big difference.

1. 你吃了吗? when we want to confirm somebody eat or not yet.
2. 你吃过饭了吗?when we want to confirm somebody eat the meal or rice, or not yet. we use "V + 过“ to focus on the experience to do something, like "去过香港”, ”喝过威士忌“。

Nesse caso, se você deseja perguntar se alguém já comeu (tipo, você encontra alguém na rua, ou alguém chega a sua casa e você pergunta:"Você já comeu?", você pode usar os 3 abaixo:
你吃饭了吗?(mais usado)
你吃过饭了吗?
你吃了吗?
Se você quiser perguntar se alguém já comeu algo alguma vez na vida, adicione o 过, pois ele tem também esse sentido:
(Você já comeu (alguma vez na vida) bife de boi? / Have you ever eaten beefsteak?)
你有没有吃过牛排?
你以前有没有吃过牛排?
你吃过牛排吗?
