From my experience of working in retail, those working behind the counter were given the title shop assistant and those working on the floor were given sales assistant, although they both do mean the same.

A shop assistant is someone you'd find in a physical shop, while a sales assistant might be doing the exact same job, but could also be online, at a call centre or anywhere else a sale is happening.
