Is the word "threaten" regarded as a kind of personification in this sentence?(or something else..) "The clouds threaten rain."

Yes, you could also say "the clouds are menacing," or even "the menacing clouds threaten rain," or "there were dark and threatening clouds overhead." Now that I think about it, in English it is common to personify the sky and the weather.
