Good question
It is a sentence pattern for this traslation
It is a matter of xxx= 这是 xxx 的问题。
Principle means 原则 Chinese.
So 这是原则问题。
e.g. I can be rich sooner or later, it is just a matter of time.
我迟早会变的很富有,这只是时间问题!
