what does “I like you” exactly mean?
a man says “I like you" to a woman.
Does it mean”I like you as a friend“?
or“I have feelings for you”?
And what's the difference between
“I have feelings for you” and
“I have a crush on you”?

Well, it does depend on how it's said, and by whom. If a man says "I like you" to a woman, it would generally indicate that he has feelings for her.
In terms of "feelings" versus "a crush", they are similar, however the word "crush" is used more informally, and typically between younger people (e.g. teenagers).
