What is the meaning of "describe" in this sentence.
In this sentence it would meaning "would you have a strong understanding or weak understanding of English. Would you say that you have a good English Vocabulary and understanding of English words and sentence structures. Be able to converse with a English native speaker and would you have good listening skill to carry on a conversation in English. Also be competent in Writing English.

Agree with Olivia. They're looking for an answer like "I have beginner English skills; I've been learning for a few months" or "My English skills are very advanced. I'm a fluent English speaker, I can speak business English, I've lived in the US, I've been studying for 10 years" that kind of thing.
