My "yes" was referring to your question if '而且' is used in Chinese conditional sentences :)
如果你是人而且會变形那你就是妖怪了, if you are a person and can be shape shifting, then you must be a demon.
Here 而且 means "also".

I would say no.
A condition begins with 'if': If [X] then [Y]. X = condition Y = result when X = true. Of course, you can write [Y] if [X]
If [you help me tomorrow], then [I will help you on Wednesday].
如果你明天帮助我,后天我会帮助你。
There are a lot of words for 'if' in Chinese! Depends on what you want to say.
