What does "in charge" in this sentence mean?
All people from all backgrounds are considered in charge to express their ideas and their opinions are always taken into consideration.

This question is difficult for English speakers. I think it is ambiguous. It can mean more than one thing, and it is not really clear what it means.
What I think it means is that people of every background are considered to be responsible for expressing their ideas, and all ideas will be considered. What is implied is that if the person keeps quiet, his/her opinions cannot be considered.
