If the person lives in a house, then you would give the house number, then the street, then the area/suburb, then the city. Example: 36 King Street, South Bank, London. If the person lives in a flat, then you would give the flat number, then the house number, then the street, then the area/suburb, then the city. Example: Flat 3, 36 King Street, South Bank, London. First the number of the house, then the name of the street. For example, : 23 King Street.

That is a very simple and easy principle you may follow which is to state the address from small range to big area (number, street, city, country, Earth....etc )

It depends on where the house is and why you're giving an address. In the US - number, street name, then city, then state, and then zip code. If you're not mailing anything, you wouldn't include the zip code. If you're just finding directions, you would probably not include the state (and if those directions were to somewhere else in the same city, you would leave off the city.) Obviously, things are different in different countries. (I would never include the area/suburb as a part of an address in the US).
