Its just a way of describing the sorry looking teabag floating in lukewarm water. Anonymous, because no one can see what brand it is from afar.
Therefore, this sentence would mean:" Tea used to be a very simple affair. Back then, its just a teabag with a thread hanging out of warm water. No one knew or cared what the brand was. And only feeble people or the very health conscious would order it"
