For a man, "he is always such a gentleman." For a woman, "she's a real lady."

You could simply say that a person is "very polite". Courteous, respectful, or well-mannered can be used, too.

I would say "courteous" most of the time- like :"he is such a courteous person."
Well, there could be more, but I would say this is the most direct method. Simple and easy~
