It would imply that the person has an independent streak or spirit. A wild horse conjures up the image of being untamed, doing what it pleases, and not having a "master" who controls it. So when some one says this, it evokes this similar image of doing unexpected things that are not bound by rules, someone following his nature.

It sounds like the person is saying they have a free spirit like that of a wild horse.
