I honestly had never heard this expression before in my whole life (70 years). But I found a meaning on-line at http://www.urbandictionary.com/.
Funk It Up
The mind set to raise the energy in a boring atmosphere.
Person 1: This party is so lame bro.
Person 2: Don't worry bro when i get there I'm gonna Funk It Up.

Hello Hershel,
One meaning - as Mary Beth has said, to make more energy at a party or something like that. Maybe the party is boring, or the event is really boring...so, a person would say this because they are going to be "the life of the party"!
Another meaning - We would use this in making a song (music), and would want the music to be more "funky". James Brown would often say this as well as some of the "Old School" funky music makers.
Hope this helps!
Regards,
David

Here's the context:
Hi everyone. It's summer already, let's funk it up.
I guess this phrase is used among Indian people! What do you think, Angela?
