Originally it is 41 not 61. But people of Trabzon is very proud of themselves and usually explicitly state their homeland.
61 is the provincial license plate number of Trabzon province. Another coincidince Trabzon was conquered by Mehmet the conqueror in 1461.
40 is a holy number for Turks. There are debates that it originated from shamanist Turks before Islam.
Maaşallah is an interjection. Used for the praise in a recent situation. For example a turco-english situation would be.
Child: Dad i got straight A's.
Dad: May you always get Inşaallah. (İnşaallah a bit different interjection than maaşallah. It is used for the contuniation of good things. A wish for future)
Aunt: 41 times maaşallah. This child is genius.
41 means a greater meaning then 40. Basically a superlative of 40.
Back to Trabzon and 61. They just made a joke and pun. Explicitly stating that they are trabzondian and still giving their best wishes.

Especially number 41 or 41,5 is used, not 61.
Let's first look at 40 number. 40 number is important for turkish historical and tradition. It's said to bring good luck.
