What is the meaning of "rooting-tooting?" What are the ways of using it in everyday English?

"And 40% more rootin'-tootin'." "rooting-tooting" is used as a noun, what does it mean here? What perfect synonym would you suggest?

Rootin'-tootin' is from cowboy slang and it literally means "very enthusiastic", so if we treat it as a noun it would mean an act of doing something very enthusiastic, some dictionaries even define it as "noisy, rumbustious, boisterous".
