How to understand "initiative" , I think it refers to person, but can't find dictionary proof, why? Zeinab Mokalled has showd that when government fails, do-it-yourself local initiatives can work.

In this context initiative means a program or project designed to fix something or help in a situation.

In this context, initiatives is referring to a petition/project, typically signed by a number of people to perform a service or create a request for something. For example an initiative to build a road or allow a building to be built. It could also be an action to protect something, like an animal that is endangered.
