can i say " she recommended anna to me. " is it a correct sentence?

Sure, you can. We "recommend someone" because we believe this person is a suitable candidate for a task or a job. So, someone recommended Anna to you because they believe in Anna's capability and how she can fit into your job requirement.
Example: You have a leaking faucet. I can recommend a plumber to you; he can get the job done cheaply and quickly.
