When i say "nice to meet you"?
And when i say you're welcome?

You might say "Nice to meet you" when you meet a person for the first time. Generally, after they tell you what their names is, or who they are, you might say "I'm (your name). Nice to meet you."
As for "You're welcome," that is used after a person says "Thank you."
