"The drivers are safer when the roads are dry, the roads are safer when the drivers are dry."
How should I understand "the drivers are dry"?

It means that the drivers are not drunk. Dry = having had no alcohol.

probably referring to sober, a "dry" county in america is a geographical location where alcohol is not permitted or sold.
