you can use "look" when something is recognised visually. seems can be used when you get an impression via any of the physical senses.

"Look" usually refers to the visual appearance. e.g. "You look happy. I bet you did well in your exam!"
You could say "seem" instead.
This is a bad example: "I spoke to my friend on the phone and he looked happy." You should say either "sound" or "seem".
"Seem" is more general and can sometimes substitute for the senses.
