Do they both mean "somewhere?"

yes. both of them are same meanig. just the order of hanguel is different.
어디로+ㄴ+가
어디+ㄴ+가+로
ex)나는 어딘가로 빨리 떠나고 싶다.
나는 어디론가 빨리 떠나고 싶다.
both of them are exactly the same meaing of sentences.
