A chill person?
Hi, folks
Would you please tell me what this journalist means by a chill person? Is it a common expression to describe people?
Before I know it, I’ve texted an essay. With friends, it’s not a problem. They know they can respond to the important parts, ignore the crazy parts and not think much of it. They know me. I’m a very chill person. Despite having a lot to say, I don’t mean much by my incessant texting. I’m a writer with too much time on my hands.

This is a way of saying 'chilled-out', which means relaxed, not stressed. The author is saying that despite his constant texting to his friends, they know he is a relaxed, 'chilled out' guy and is not crazy.
It should be mentioned that describing a person as 'chill' is very modern slang. If you use it with an older person they may not understand. 'Chilled-out' is much more universal.
