how do you say "haw are you doing?" in Belgium (in Dutch)?

Dutch is spoken in Holland/ the Netherlands specifically not in Belgium. But "How are you doing" in Dutch is " Hoe gaat het?" or more personal "Hoe gaat het met jou?" / "(the perons' name) , hoe gaat het met jou?". More formal/respectful you would say " Hoe gaat het met U?"
