I think you should do placement test first .

That depends what you want to achieve. Do you just want to speak to other people? Do you want to pass a test? Do you want to read books? Do you want to watch movies? You way of learning with be different for each of these goals. But no matter what, the way to learn is NOT the most important. First, you have to want to learn. Actually, wanting to learn is not even enough. You have to have a need to learn. If you need to learn, then you will be pushed to study hard. Make your wants into needs. For example, get a regular tutor/teacher and tell them to only speak to you in English. Then you will need to learn to speak, and you will need to learn. Or, blog about it, then you will need to progress so you can keep blogging and satisfy your audience. After motivation, you need to have regular practice. 15 minutes everyday is better than 2 hours once a week. Maybe start writing a diary, or record a video of yourself speaking once a day.
