It's really hard to know without context. When I see this term, I immediately think of the word "Hoosier." This is the term for a resident of the U.S. state of Indiana. The same way that people from California are Californians and people from New York are New Yorkers, the official term for someone from the great state of Indiana is a "Hoosier." I got this from the internet: HOSER noun - Canadian - informal hoser: a foolish or uncultivated person [popularized by characters on the Canadian television show SCTV (1980–82)]
