What does "feel bad ABOUT him" mean?
It’s that you get ‘bad vibes’ from him and don’t want to be around him?

without context it's difficult to say..
If I had to I guess I would say: "I feel bad about what happened to him." - meaning you are feeling sympathy for "him" or perhaps feeling guilty for something you did to "him"?

Yes "bad vibes", or you get a bad feeling from him, or bad thoughts.
