hi, i think the correct pinying should be "tian tian de"甜甜的 it can be translated as "sweet" and its an adjective.
1.there is a sweet smile on her face.
2.this sugar is sweet.

tian2tian2de means literally sweet sweet and 'de' is used for description of a following noun.

1 甜甜的,sweet(taste), or means nice ,lovely,cute...whatever ,such as sweet smile,sweet voice....
