You Shouldn't ask in Chinese title.  Many English speakers cannot answer your question.
The currency of US dollars has increased, So the New Taiwan Dollars rate is USD1.00= TWD 30.14. (US$1=NT$30.14)

Answer

"The US dollar has appreciated, and it's now 1 to 30.14 New Taiwan dollars."

Or simply:

"The US dollar has strengthened to 1 TWD = 30.14."
