They mean different things.
Send him to the bank=force him to go to the bank
Send (the chocolates) to him= deliver the chocolates to him

"him" can be a direct object or an indirect object.
Send the package.
Send the package to him.
Send him the package.
(package = direct object; him = indirect object)
Send Joe to the store for bread and milk.
Send him to the store for bread and milk.
(him = direct object; store = indirect object)
