How do you say this as a native speaker?
Hi friends,
Which is correct? (Active or passive / future tense or present tense)
1) The course will commence on the 15th of January 2019.
2) The course will be commenced on the 15th of January 2019.
3) The course commences on the 15th of January 2019.
4) The course is commenced on the 15th of January 2019.

1 or 3. It needs to be active because the subject is the course. Theres very little difference in meaning between 1 & 3 but i think 3 is more commonly used. Will is usually used for predictions, and the present simple is usually used for timetabled events.

For #1, usually (but not always) with "will" shows a decision at the time of speaking the sentence.
Example: A: "I am going to the supermarket."
B: "Oh! I will go with you."
"B" decided at the moment of hearing A's plan that B will go too.
For #3, shows a statement of fact (for the future) about a scheduled event.
Similar example: The train leaves at 2pm.
