눈꼬리 올라간 = 눈꼬리가 올라간 = with eyes slanting upwards (눈꼬리 = 눈(eye)+꼬리(tail) = far corner of the eye)
It's an adjective phrase that cannot be used by itself.
e.g. 저 눈꼬리(가) 올라간 배우 말하는 거야 = I'm talking about that actor with eyes slanting upwards.
