What is "drop-in basis"? For example, "you can attend on drop-in basis." What does it mean? I guess you don't need reservation or appointment to attend it?

Yes, this is exactly what it means. If you "drop-in", you do not need to make a reservation or have a set appointment. Businesses offer services on a "drop-in" basis as a convenience to their customers.
