As I suggested in my comment, if it is not literal, it is an odd phrase, and we would need context to understand what the writer was trying to say.
In a literal sense, it means rotating on a point. So it could be referring to rotating an object.
There is also a mathematical process called pivoting, which it could also be.

To pivot means to turn around, to move at an angle to the previous direction of movement, to change the course of one's direction. And, of course, the phrase is not literal.
