意思是: 很糟。基本上是文化的问题,他们那边这么说是为表达:水平不高,英语知识不太多,什么说都不准。本来此有背后的故事,人能正确地“吹”条小号的话,那就算“好”,反而若不能的话,那就把那条 小号 “吮”起来,这个情况的意思就是“不好”。所以,“吹”(to blow)=好 ,“吮”(to suck)=不好。

I don't know about the history of David陈克雄's story, but in English slang, "to blow" is basically the same as "to suck." It means that something is very bad. "My English blows" means the same thing as "my English sucks."
"Blows" is even more informal than "sucks," but both of them always describe something bad. My understanding was that both terms were derived from sexual metaphors.
