Probably not like you mean to say it.
"Do you have any (bottled) water?" is probably the most common way to ask if you are at a restaurant or someone's home.
"is there water...?" Is there water on the floor?

"Is there ***ANY*** water?" This is because uncountable nouns like water, milk, bread, sugar, salt come with "any" in questions and "some" in affirmative sentences, and "none" in negative sentences.
Eg, "Is there any salt left?" - "There is some salt left". "No, there is none left."
