Reading can't be separated from the reader. It is not "reading" if a reader can't understand the reading; in that case he is only reading letters.

Your English is a lot better than my Chinese, but with the help of a dictionary, I’ve come up with a very rough and somewhat literal preliminary translation: Reading cannot be separated from the reader, but readers who do not assimilate* the reading have not truly read; they have merely seen the letters, nothing more. *I’m not too sure about the translation of 承当. Note: Normally, 看 would be understood as “read”, but in this sentence, it stands in contrast to 阅读.
