What does “no hands” mean in “no drinking, no drugs, no hands”?

I'm fairly certain this is a reference to a phrase a father would say to someone who is going to take his daughter out on a date, in which case the phrase means "Don't drink alcohol when you're with my daughter, don't do any drugs when you're with my daughter, and don't touch my daughter (no hands)."
