Pueblo is usually a (small) town or people in that town or in a particular country (ej; el pueblo estadounidense).
Ciudad is a city.

Ciudad: City
Por lo general una ciudad tiene una cantidad poblacional mayor, grandes edificaciones y alto nivel de trafico, un pueblo normalmente esta ubicado fuera pero muy cerca de una ciudad, con menos poblacion y muchas veces mayor zona rural.
