is it chinese or japanese?

It is Chinese, Zhuyin ( the original version of chinese alphabets used to write Chinese, It is very popular in the 80's and 90's, and it's still being used in Taiwan,)
ㄕ=Sh, ㄩㄤ=uang
ㄕㄩㄤ=shuang, 雙﹐ 爽﹐ 霜
