You are right. That's usually the case. But (1) songwriters are renowned for hashing the language to make words fit the song. But also (2) we do sometimes use 'turn to'. A common idiom here is "something turns to custard", meaning it goes wrong. It seems that 'turns to x' is only used where x is a material.
