有一个战争用语”水际作战”意思是 当敌人们从海里或河里打算上陆, 把他们在水边和陆边的边界（”水際”）歼灭, 不让他们上陆. 把这个意思转换成不让坏东西进入国内里的活动, 强化港口检查. （加油中国)
