I differ a little from the other comments. I would always say "On the wall IS a clock and picture" Using the singular seems more obvious when you use this equivalent alternate statement: "On the wall there IS a clock and there IS a picture.

The correct answer is "are", because "a clock and picture" is the subject. If you change their position in the sentence this is easier to see: A clock and a picture are on the wall.
