Do some native English speakers say li'cense instead of 'license?

No. Both the noun and the verb always have the stress on the first syllable. If someone were to stress the second syllable, this would be incorrect.
The only time that the second syllable bears the stress is in the fairly unusual adjective 'licentious'.
